To enable automatic over-authorization by a certain rate (tip rate), uncomment and use the following setting in 911\data\911_ccv.ini file:

;Enables tip rate setting in the authorization.
;Values: YES=Uses tip rate field, NO=Uses $0
;Default: NO
TipRate=YES

The tip rate then can be set by card type in the Configuration->Authorization Configuration.
